I had this problem for a short time.  It appeared out of the blue a month ago, and then it disappeared as mysteriously as it appeared.  I don't know if it was the simple act of rebooting my computer or if Windows updated something.  I'm running Window 10.  I know that doesn't solve you problem, but it might give you some hope...
