This is truly a mystery, but I have a couple of ideas.
 

 Can you view the contents of the C:\Windows folder?   In there should be ECCO.ini, the older version of the config file?  Here are the files in mine:
 

 ecco.alm
 ecco.cfx
 ecco.fdb
 ECCO.INI
 

 When the 32 bit version of ecco was released, Netmanage switched to using the registry to hold the configuration files.
 

 Use regedit to view the registry and see what you have at this path:
 HKEY_CURRENT_USER\Software\NetManage
 

 Mine looks like this:
 

 NetManage
    Ecco
      Custom Holidays
      Directory Services
      Ecco
      Ecco Scheduling
      Files
      Page Setup Order
      Page Setups
      Standard Holidays
      Tools
      TrueType
 

 As an experiment, I renamed "NetManage" as "xNetManage and started ecco.  The above entries were recreated and ecco started.
 

 Inside the HKEY_CURRENT_USER\Software\NetManage\Ecco\Ecco registry are some paths.  Are these there and correct for your system?
