Are you using the 32 bit version of Windows, are you using Windows 10? Just wondering, because things don't seem to be lining up. The only ECCO.ini file I can find in Windows is date 7/27/15. List of what is in it is shown below. Not terribly useful and references an ECCO 32 bit version, which I would expect given date of file.
When I go to HKEY_CURRENT_USER\Software\NetManage, I see below. I've pasted this in as image. If it doesn't come through, let me know. In any case, I am not seeing what you are seeing.
I renamed Netmanage to xNetmanage, and then tried to open ECCO. Same result. See image below

Can you view the contents of the C:\Windows folder? In there should be ECCO.ini, the older version of the config file? Here are the files in mine:

When the 32 bit version of ecco was released, Netmanage switched to using the registry to hold the configuration files.
Use regedit to view the registry and see what you have at this path:HKEY_CURRENT_USER\Software\NetManage
Mine looks like this:
NetManage Ecco Custom Holidays Directory Services Ecco Ecco Scheduling Files Page Setup Order Page Setups Standard Holidays Tools TrueType
As an experiment, I renamed "NetManage" as "xNetManage and started ecco. The above entries were recreated and ecco started.
Inside the HKEY_CURRENT_USER\Software\NetManage\Ecco\Ecco registry are some paths. Are these there and correct for your system?
