Sorry, Dave, I think your question was more advanced than my reply. I 
rooted around in the eccoext.eco file and found

Highlight and launch URL string
	EE will highlight URL string automatically
	Supportted the URL format include
		http://...
		https://...
		ftp://...
		mailto:
		c:\windows\win.ini
		www.google.com
	Related Config Option
		[[DontFormatHyperLink]]
		[[OuterLinkColor]]

But that does not tell me the mechanism for launching the URL --Chris
