How to update libraries

After a discussion on Emacs developers list I realized that we ought to 
be very concerned about updating libraries we are sending to users. 
There could be security flaws in these libraries and they may need 
immediate updating or disabling.

I currently distribute the image libraries with EmacsW32 (see 
http://ourcomments.org/Emacs/EmacsW32.html). I do not know what I should 
to with the image libraries now.

This problem is especially difficult with libraries since the user may 
not be aware of what libraries a program uses. What should I do? Add a 
"check for update" menu entry? Discontinue to distribute the libraries? 
Could gnuwin32 have some service that makes this easier?
