Request Help on Latest Libtiff

Hi Folks,
The tiff package come with GNUWin32 is version 3.8.2 but is it
the latest version? What I notice so far is the version in GNUWin32 still
not yet support Old Jpeg Compression right? (Correct me i'm wrong).
Previously I have grab a copy from libtiff repository and try
to build it from scratch but seem like I have failed to do so, cause I face
some problem during the building process. So could anyone guide me on how to
build it or is there a posibility to upgrade the current version in
GNUWin32?
