how to contribute?

Hi folks,

 I'm new to the list and this is my first message, i made a little
improvement to gnu make related to abspath function, it now handles
"drive:/absolute/path" correctly.. and the main question is: what are
the contribution policies, where can i put the patch for proper
analysis.
