Why no ssleay32.dll in openssl package?

Why is ssleay32.dll not provided as part of the binary zip for openssl?

I have another program that requires it, and I am surprised not to find it as part of the gnuwin32 openssl package.

Was it a deliberate decision not to include it?  Is it part of a different gnuwin32 package?  Am I completely confused, and there's no good reason to expect to find it in the openssl package?
