in your VBA script, CD to the directory and then only reference it by relative name. 


CD L:\HRA-LIDS\BatchFiles\2009-11-12\
C:\Progra~1\GnuWin32\bin\bsdtar -cf 8314048612111209.tar 8314048612111209

If you need to put it not in L:\HRA-LIDS\BatchFiles\2009-11-12, then specify the desintation on the command line

CD L:\HRA-LIDS\BatchFiles\2009-11-12\
C:\Progra~1\GnuWin32\bin\bsdtar -cf C:\temp\8314048612111209.tar 8314048612111209
