Your question may be fit for the wget mailing list. First try this later version.
Put it in its own folder.
http://sourceforge.net/projects/getgnuwin32/files/getgnuwin32/test%20builds/wget
-1.13.1.patched.zip/download

If that doesn't work enable logging and reply with exactly what you're looking
for.
