tiff: Any plans to release new version?

Dear GNU Win32 team,

Are there any plans to release tiff tools? The current version is 3.8.2
(released in 2006) has few problems which I really suffer from, for
example one of them:

tiffcp.exe "scan 1.tif" "scan 2.tif" out.tif
JPEGSetupEncode: RowsPerStrip must be multiple of 8 for JPEG.
out.tif: Error, can't write strip 0.

Any information is appreciated. Maybe there are any "unofficial" builds?
