hello Joseph,
In the helpfile, The basics, Programming:
The first word in a Gui file must be "G4C" followed by the NAME of the gui (ie "MyGui"). This name is important since you will need to address a gui in many commands and in variables, by giving its name. Note that if another gui by the same name is already loaded you will get an error report and the new gui will not be loaded.
I can't help you with the history, i'm from that time ( or before...) but i didn't have an Amiga.
The output window shows when you click on the Gui4Cli icon in your system tray.
You can use:
GCWIN Open
to open/show the output windows from your code, see helpfile, Commands, Various commands, GCWin.
There is not a dual pane file explorer gui that i know but it should not be too difficult to change the GCView.gui to support 2 listviews.
For the windows question i searched for: windows 7 drag maximize disable
And i think the first 2 links can help you:
http://superuser.com/questions/96220/how-to-disable-maximize-on-top-drag
http://www.mydigitallife.info/disable-aero-snap-auto-maximize-and-arrange-window-in-windows-7/
Fred.
