No, the shell icon list changes.

There is a specific position for a number of system icons
- see here http://www.codeproject.com/Articles/2405/Retrieving-shell-icons

(although in programming you're supposed to ask for them, not use them
directly because even they can change)

This is up to No. 48 I think. After that the icons that programs add to the
list can be in any place.
