SharePoint is a pretty decent way to share documents and control permissions in environments where the SysAdmins think they have to have 2 weeks and 7 requests to create a group. It allows people to create hierarchies, share (and version!) documents, and brings a lot of power to non-IT folk. It's not a lot of fun to develop for, but it's not awful either. The difficulty comes in the complexity of the app you are building. If you just need a webpart to display some data, you can build and deploy it fairly quickly. It's when you start dealing with multiple farms, crazy deploy scenarios and other things it gets tricky. Now, I would never in a million years recommend SharePoint as a *public* facing website. I know MSFT does. I know people do it. I think that's crazy.
