As near as I can tell, the only way to turn it on is with a button on the
standard toolbar, far right.

If someone's already played with the layout, then you've got a bit of
digging ahead to set it back, of course. I don't know why it's not in the
Tools or View menu. Maybe it is, and I haven't found it.
