The best explanation I've seen so far is this: http://hal2020.com/2012/01/19/untangling-some-of-the-people-moves-at-microso ft/ When Sinofky moved from Office to Windows I thought they were doomed (let's say I'm not a fan of Office), but so far he's impressed me very much. Both in the delivery of Windows 7 and the Windows 8 developer preview and his PDC/Build presentations. I also thinks he does a stellar job with the engineering blog. Yesterday I read the Ballmer Reboots interview in Business Week [1] and I must say I did not get the feeling that he doesn't know what he is doing. I think that the current Microsoft (preception) slump is still partly due to Vista, which was created while Bill was still at Microsoft so I don't think the blame Ballmer crowd is entirely fair to him. It takes some time to steer a huge organization and on top of that it takes time for the resulting products to reach the market.
