Based on a presentation I went to the other day...

 

The presenter's advice was that it is sheer insanity to try to work with any
specific device size(s) - there are too many of them.  So his view was
'responsive design' where the content flows to work in the space available.
That means that your number one test device is your computer.  Start by
shrinking your browser of choice to the width of a mobile device.

 

His 'reference site' was the Boston Globe - he reckons they do a very good
job.  http://bostonglobe.com/ hop over there and shrink the browser window.

 

Yes you still need to do some 'real' testing as well.
