Make sure notepad is configured to save as utf8 or unicode, NOT ansi. 
 Unicode support does not permit extended ansi encoding, which is what I suspect you are using for umlaut.  You have to use the unicode version of the umlauted characters, presumably from a german keyboard or by typing the unicode version directly into notepad somehow with the alt and then-numpad keys.
 

 OTOH, extended ansi works file with .35p.  If you are not sure what extended ansi is, try charmap for latin (western) keyboard and look at last 128 characters.
