I had a further look. First, I assume you are using the clip.dll from .35. That is, when you re-installed .35, you did a complete install, and not merely copied old exe. Complete install should over-write clip.dll.
Assuming that, you have to make sure that the file for .35 usage is encoded as extended ANSI, and not Unicode of some variety. I found that notepad works for me. If you are not sure, use a hex editor too look at the file or just just the file length. There should be one byte exactly per character.
If you are not sure, a file consisting solely of umlauted characters and I will let you know.
(By the way: leave the "unicode support" for .35 checked for big more command version. That option is used for something else in .35, namely gdi support, which you want. I had to re-use the option is .37 since, of course, I cannot add new behavior to pproconf:; so instead I just changed text label in pproconf and changed way powerpro.exe .37 and later interprets it that option).
