On system tray: Maybe the following will work or maybe it will not.  I have not tested:
 Use a script which runs once a second to set the icon of a powerpro tray icon item according to value of getkeyboardstate.  That is, use one icon for locked and a different one for not locked.  
 

 By "powerpro tray icon"  I mean an item from a command list which has been put in bar tray using "special lists" tab on cl setup
