OK, so driver not the issue. All I can say is that if I create a ppro tray icon with left command that shows a menu, and if the first menu item is
 *info expr(win.getkeyboardstate(0x90))

 then it works fine for me -- if I change numlock then show menu, expected value appears on menu label.
