PowerPro first tries to load the library porogidx.dll from the same folder where PowerPro exe is found.  (This is to ensure the latest version).
 

For historical reasons* PowerPro uses short file names for the exe directory.  I understand it it possible and maybe even recommended to disable short file names on Windows enterprise edition.  So perhaps this is related to the issue you experienced.  Although I don't understand why change to 35r would fix it,  

 As you'll see in the debug output, I added code to try the full path in addition to the short file name to see if that helps.
 

 If PowerPro cannot load library from full exe path, it tries the to LoadLibrary("pprogdix.dll"), ie no file folders just file name,  which is supposed to follow a system-defined set of paths to try to locate the library.  Again, I don't understand why that would work for 35r but not 37h if they are in the same folder.
