Always wait for ctrl, alt ... to be up before executing command?

May I ask should I check it or uncheck it. What is the reason?
 

 I use hotkeys to switch between programs. Waiting for the modifier up is a little clumsy. But I'm not sure about the side effects if uncheck it.
