I see that it may be that 32 bit windows can still run 16 bit programs.  But I have no idea if powerpro can run them (assuming you are running 32 bit windows).  I run 64 bit windows, so it is not something I can investigate. 

 Perhaps there is a cmd alternative?  Or  wait 30,"shutdown windows?" followed by Shutdown windows might work.
