Sorry for the delay.
"ExplorerBar" is appearing on top but the separate move command in "New 
Window" command list, has no effect.
Even activating the debug as mentioned in the help file, not appearing 
the debug window.

Now the "New Window" commands are as follows:-

    wait.for(1500)
    Exec.ScriptDebug(1) ;; turn on debugging
    win.move ("c=CabinetWClass", 300,300)
    Message  !`its working
    Exec.ScriptDebug(0) ;; turn off debugging
