Yes, this is broken (same problem if you use cancel all running scripts button on error message dialog). Quit all  was implemented early in ppro lifetime, but stopped working reliably after I added features to script processing.  I looked at fixing but the things I tried broke other things.  I may try again to do a fix;  I'll upload an alpha exe for you to test if I do.
