You have to use the mouse ll hook method on set up properties to for w+ to work.  Even then, it might fail depending on other applications on your system, including Windows itself.  Since this key is built into windows, that may be happening here. 

 Registry fixes are a better idea than PPro if it is a Windows built-in key as in your link.
