I don't recommend excluding powerpro from your firewall.  Powerpro does nothing over the internet (I don't even know how to program that!) but I am not sure if it would affect other things you start from powerpro. 

 Do make sure no other applications are running when you test (eg no browsers).
 

 Do try other commands like notepad.
 

 Do try very simple versions of menu folder, eg on a folder with one file and without icons being shown.
