I assume you are running powerpro unelevated.  I don't test other cases and so cannot support them. 

 System32 folder is treated specially by win64 for win32 programs and that can fail for normal run.
 

 file.exec64(?"c:\windows\system32\dfrgui.exe")

 

 runs the program from a win64 helper program that is part of powerpro package and this works on my machine at least as far as starting the program and showing the dialog.
