I researched this more thoroughly.  I cannot launch dfrgui.exe from any 32-bit EXE (tried several) and I can from any 64-bit EXE (tried several).  I am not aware of a mechanism that would cause that.  It's not an issue because I have a SHELLEX.EXE (64-but wrapper for ShellExecuteEx) which easliy solves the problem.  But it makes me very curious.
