Basically, it comes down to backwards compatibility.  The problem with Windows and the "wonder" of Windows is that it has a long history that it tries very hard to stay compatible with. 

 There is a technical article at following link.  I remember playing around with the api described there but not getting consistent results.  There is a similar problem, as I recall, with shortcuts to win64 programs being run from 32 bit programs but the details escape me.
