I don't think so. 

 You could instead define ctrl+wheel scroll to key multiple pgup/pgdown per click.  You'd have to experiment to see what works.  You may need to vary what is sent based on target windows under mouse; Exec Scrollwindow might work better for some apps if pgdn/pgup did not work.
