What other programs are running with PPro.  
 What does not work?  Do they not turn off or do they not turn on?
 

 - They only does not turn on.
 - They turn off ok.
 

 Do keywords off, on work?
 

 - No.

 Also experiment with hotkeys that do not use w. That key can cause issues with ppro.  and windows
 It's unlikely I can do fix the issue; all I can do is make suggestions that may work on your machine.
 

 - I did test with "a+c+F11", and "a+c+r". The same.

 Also try running the command 
 configure
 rehook
 after each reverse.
 

 - Worst. Before I turn on keys with a "ctrl+click right" on a bar. Then "Configure command list". Now not more. They does not turn on more.
