If you want to disable hot keys for certain users,and still use a hotkey to switch back and forth,  you could create a separate pcf just for them and then use a hotkey in your pcf to switch to it with exec changeconfiguration.   That other pcf would have only a single hot key to do an exec changeconfiguration back to your standard pcf. 

 BTW, you can edit a pcf without it being the active pcf by any of the following:
 1.  double click on pproconf.exe in exe folder with the ctrl key held down which will show a file open dialog..
 2.  Use windows file association to associate pcf files with pproconf.
 3.  Create a desktop shortcut to configure with configure setup tab shortcuts then edit the target field file name of pcf.
