  PPro is about giving sophisticated users options, even if those options involve working around its own bugs! 

 One more for you, that might make sense if you have a small number of hot keys:  you could assign hotkey h an ID= as per the help on exec hotkeys and then use a short script of a list of  exec hotkeys reverse id= to reverse the setting for all of them (except the one used to run the script).
