Powerproclip format is a direct binary file copy of the internal format Windows itself uses to store info on the clipboard. And that format, in turn, can depend on the program storing info on the clipboard.

So the best way to create a powerproclip file is to use the program you want to paste the clip into, copy the clip with clip tracking on, and then use explorer to copy the resulting file into a subfolder of the clip tracking file. I have one called "Saved" for that purpose. If you just want to create plain text files, any text editor will do for creating the clip file.

No there is no way to directly increase the maximum. But you could use a script run at ppro startup to copy the (say) 40 oldest to an "old" subfolder. That will risk having duplicates in the old folder. There may be a way to script around that by looking for duplicate file names.

PPro duplicate checking is limited to first line of text files. That can be a problem for files that differ later. There is a way to partially get around that involving file lengths. Let me know if this is an issue for you and I will provide more details.
