In properly installed powerpro, those files should be in your powerpro configure folder. 

 Your startup shortcut is likely incorrect. How did you create it?  What are its target and startin folder?
 

 The installation setup program creates these shortcuts properly.  You can also create shortcuts from the configure setup tab, create shortcuts button.
 

 My startup shortcut has
 Target: 
 "C:\Program Files (x86)\PowerPro\Powerpro.exe" C:\Users\username\AppData\Roaming\PowerPro\pproconf.pcf
 

 Start IN:
 C:\Users\username\AppData\Roaming\PowerPro

 

 where the string username is set to my username.
