pproconf.exe You can associate it with .pcf files using windows 10 Open With dialog, More Apps, to permanently associated ,pcf with pproconf.exe.

 On your other note on window border size.  Probably changing the size caused the issue.  Experiment with changing back and forth to confirm.
 

 PProconf dialog changing was written using MS libraries which did not support the built-in Windows border sizing for dialogs and so the pproconf implementation is not using the system border size.
 

 You might still be able to resize by moving mouse over bottom right corner.  I have not tested.  
 

 If that does not work, you might also be able to resize using building window command hot key to resize.  Again, I have not tested.
