I don't know what you are trying to do, but if it can be accessed by the win.SystemParametersInfo function (which gives access to that windows function), then that might work for you. 

 dll plugin was written by someone else so I could not recompile it to use a manifest.
 

 PPro exe does use a manifest although I do not have it handy and I cannot remember which version of Windows it says ppro is compatible with.
 

 Any reason you think manifest matters?
