Did you install using the ppro install process?  I can only help if you did, 
 If you did install using the standard process, where did you put the pcf file and where did you put the exe file?
 

 Edit to Add:  I can only help if they are in separate folders and pcf folder does not require admin permissions to access.  Also, I can only help if you are NOT running PPro as admin.
 

 Also confirm you are running win64 (not win32) operating system
