Problem on new Win 10

I had this working on a Win 10 laptop (which died) but I can't get it working on a new Win 10 workstation.
 

 I have a bar which slides up over the taskbar (topmost) when I bump the bottom edge of the screen.  If I tell PowerPro to place it on the bottom edge, it's not placed all the way at the bottom ... there are a few pixels below it and that means that when I bump the bottom it appears and disappears (250 ms hide) because the mouse cursor is not on it.  On the other hand if it's floating and I drag it to the bottom edge, it works correctly, but when PowerPro is restarted, it's positioned above the taskbar.  Any ideas?  Thanks.
