Hee hee!  I'm a little embarrassed.  I imported pproconf.pcf from another machine.  It contained a startup script that moved the bar in question.  Screen resolutions being different, it moved it to the wrong place.  Positioning it bottom-edge-left (with an offset) works just fine; it's right where I want it when PowerPro starts.
