PowerPro can't run DFRGUI.EXE

I have "c:\windows\system32\dfrgui.exe" (disk defrag UI) on a button.  It just doesn't run from PowerPro.  Nothing at all happens when I click the button or "Test" it from the config dialog.  That command works everywhere else (command prompt, Win-R dialog).  Any ideas?
