Windows XP Foreground Versus Windows 7 Background

I use Power Pro with Windows XP and Windows 7. My problem is that while I believe I'm using the same Windows XP configuration files as the basis for Windows 7's configuration files, things behave differently. With Windows XP, a key combo opens any given program in the foreground. With Windows 7, the same program will open in the background beneath all of the other windows and will be unfocused. Now I'm not sure if this is a difference between Windows XP and Windows 7 or if my configuration is somehow different. However I would like the behavior to be identical for both with any program's windows opening in the foreground. How can I make it so that when an application launches, it starts in the foreground with focus instead of being in the background and unfocused? Thank you.
