You can probably do this using lsxcommand.dll (or similar).
The syntax seems to be:
"C:\Program Files\Windows Desktop Search\WindowsSearch.exe" /url
search-ms://query=hello
So you'd need to set up an lsxcommand shortcut for the executable (with
appropriate options.
For this to work, you'd need to have explorer as your default file manager for
folder associations.
