Seems like either Litestep is still running or something else is creating a window over the desktop (another shell replcement or something) or something blocks the loading of the desktop part of explorer. Is his taskbar and start menu operational ? (I'm guessing yes cause I see a taskbar item) If not something might be blocking explorer (slow network or a bug in an added component). If not then there is probably something creating a window that huggs the desktop. He can identify creator of the window using ProceXP or Spy++.
