Maybe just have it bring up a popup with each of the possible "Apply to..." 
settings choices, and a "cancel" option at the end? That'd be the easiest thing 
to configure. It still allows people to assign a value to the wrong performance 
counter, but they could have screwed it up with a text editor, too. ;)
