Paging Brian's Brain -- HTML 'theme config' with form elements

This is mostly for Brian, because I think he has knowledge in this 
field. As I understand it, you helped create an HT-based utility of somesort
For a little bit of background, I'm working on a series of themes. 
Basically, you have a SimpleTheme, which includes tutorials on how to 
implement addons/widgets. Then you have the IntermediateTheme, which has 
all those addons/widgets included already. I was thinking that the best 
way to do this would be with HTML-type files.
Anyway, I was wondering if'n it's possible to create an HTML doc that 
makes use of forms elements (checkboxes and such) that would directly 
interact with an associated rc file.
If what I'm thinking is right, it would be an easy(?) way to create a 
'graphical' themeconfig since no modules really allow use of GUI 
elements such as checkboxes or radial buttons.


Let me know if I'm on the right track, totally offbase, or what...
