I think the next step is to just go ahead and write up what material you 
think is necessary/ appropriate, and see what response you get.

What you discussed sounds interesting and doesn't appear to be much off 
basis, and I'm sure everyone would like to see what you come up with. 
Just a word to the wise... (based on experience) is that this community 
doesn't take much to talking about "what ifs".  Write it, make it, 
create it, just do it... seems to be the motto.  I still forget this 
myself some times.  So, that said, my suggestion is just start with 
something simple, and throw it out there, and keep on going.

If you need a specific resource, ask.  If you have a specific 
question/issue to resolve ask specifically for that one issue. I think 
people's attention-span/personal-interest is not enough to fully think 
through the thought processes you are presenting.

I'm looking forward to reading/seeing the material you come up with. 
Start with what interests you most.
