!popup problem - not focusing

I'm having a minor problem.  The bang !popup, while it works when I
press the win key, does not gain focus.  I'm not sure what the problem
is.  I worked for a time, but stopped.  I can't think of what I could
have changed.  Is there a work around, or a known issue?  I looked
around, checked the docs, updated the module (xpopup-2.1), and checked
my settings.  Strange thing is all other !popups gain focus (e.g. I
use win+F4 to call a custom exiting popup).

Any ideas?
